Purpose: To raise the legal age to purchase and use tobacco and tobacco related products from 18 to 21 years of age.

Analysis: Those voting YES believe this is a necessary restriction to benefit overall public health by making it more difficult for young adults to obtain tobacco products, start a destructive habit, and/or purchase products for underage users.

Those voting NO believe that if an 18-year-old is a legal adult, able to vote, serve in the military, sign legal documents, etc., it is not the purview of the government to substitute its judgement for that of an individual adult. As one legislator explained, “The autonomy and responsibility of adulthood cannot be piecemealed. Either we allow individuals to make their own choices, albeit some bad choices, or we drop the pretense.”
