Purpose: The purpose of this vote was to increase legislators’s future cost of living increases (or not). The parliamentary process behind it requires a bit of explanation. The underlying bill appropriated and allocated all the money needed to run state government for the first quarter of FY2021. The Hooper Amendment contained five sections relating to state employee compensation. The Donahue Division separated out two sections (b3 and b4) of the Hooper amendment that would have permanently changed the way legislators themselves would receive pay raises in the future, decoupling regular cost of living increases from those granted to state employees and tying them to the rate of increase allocated to constitutional officers beginning in July 2021. The net result of this maneuver is a legislative pay increase.

Analysis: Those voting YES argued the language leading to a legislative pay increase should be left in the bill to become law. They argued that legislative pay is insufficient to allow a broad and diverse range of people to serve and that the current formula for cost of living increases causes this deficiency to grow larger each year relative to other government service. The increase would not take place until 2022, so it will not have an impact during this economic crisis.
 
Those voting NO argued that it was inappropriate for legislators to support a pay increase for themselves when an public health and economic crisis has left many of their constituents with lost income, and state revenue downgrades will likely require future cuts in government services. Given that the proposed pay increase would not kick in until 2022, there was no reason to pass this language now, but rather the issue should be postponed until 2021 when the fiscal state of the state becomes more clear.
