Purpose: To provide appropriations for the operations of State government during fiscal year 2019.

Analysis: The “Big Bill” budget for FY19 totaled $5,861,048,670, an increase of a little over 1% from the FY18 budget. General Fund spending shows a decline of 17.2%, from $1.6 billion to just under $1.3 billion, but this is only because the legislature eliminated the General Fund transfer to the education fund, replacing that money from other sources. The “apples to apples” growth spending would actually be 2.5%.

Those voting YES believe this is a reasonable rate of growth for state spending, in line with inflation.

Those voting NO believe the state spends (and taxes) too much and needs to spend less.

I think they should concern themselves with jobs and such. This state run insurance and such and forcing people into it when it all ends up to be more expense to some who are striving to survive is ridiculous.
